Richard Rose

Richard Rose has held administrative positions in recreation and parks departments for over 24 years. He is currently the Commissioner of Parks, Recreation and Conservation in Orange County, NY. This position includes oversight over more than 3000 acres of active and passive parkland as well as two golf courses. Prior to this, he served in similar positions in the Towns of Orangetown, Poughkeepsie and Hyde Park, NY. He holds a Master’s in Public Administration from Marist College, and did his undergraduate work at the State University College at Brockport.

He has been active on the local, state and national level for over two decades. Locally, he has been an active member of the Hudson Valley Leisure Services Association, serving in all elected positions in the Association, including President from 1992-1994. On the State level, he has been an active member of the New York State Recreation and Park Society (NYSRPS), serving as a regional representative from 2000-2002 and President-Elect and President from 2002-2004, Chairing the 2001 and 2006 State Conferences, and chairing the Legislative Committee for the past ten years. Nationally, he has served as professional representative to the Mid-Atlantic Regional Council, as well as a member of the National Issues Action Committee.

He has authored many articles and features for local and state publications, and has conducted seminars and workshops on legislative advocacy, internet resources, website development, mandatory dedication and other topics. In addition, he developed and authored the first e-newsletter for the NYSRPS, which was published twice monthly during his tenure as State President. He is a Certified Park and Recreation Professional and a Certified Playground Safety Inspector. He has been honored with many state and local awards, including the 2007 NYSRPS Distinguished Service Award, 1998 NYSRPS Publications Award and 1996 NYSRPS Arts and Humanities Award, and the 1990 Decade of the Child Award from the New York State Division for Youth. 

He is married to Kathy, and has a daughter and twin sons. [updated 11/08]
