Kathleen (Kitty) Frazier has developed and led the Kingsport Tennessee Parks and Recreation Department since 1983. Previously she held the position of Director of Parks and Recreation in Jonesborough Tennessee. Kitty is a graduate of East Tennessee State University and is a Certified Parks and Recreation Professional. She has held elected positions with the Tennessee Recreation and Parks Association as President and as the National Recreation and Parks Association Southern Regional Council Representative. Additionally she has served on the National Recreation and Parks Association Revenue Resources Management School Board of Regents, Tennessee Governor’s Council on Physical Fitness and Health, the Executive board of the Southern Appalachian Greenways Alliance and as a Commission for Accreditation of Parks and Recreation Agencies visitor. Recognitions include: Tennessee Recreation and Parks Association Fellow Award, American Parks and Recreation Society Young Professional Meritorious Award, and Rotary Paul Harris Fellow Award.
