Jodie Adams

Jodie Adams, a graduate of Missouri State University, has made a significant impact in the parks and recreation industry. She was instrumental in securing the Community Olympic Development Program for Springfield, which supported hundreds of youth athletes in various sports. In 2010, Jodie received the United States Tennis Association President's Award, the International Tennis Hall of Fame's-Samuel Hardy Award for Outstanding Service to Tennis, and in 2021 received the coveted United States Tennis Association Barbara Williams Service Award. Jodie's dedication to the sport and her personal unselfishness have inspired others throughout the nation.

As a past President of the National Recreation and Park Association (NRPA), Jodie continues to drive the pursuit of improving the profession and the organization. She recently chaired a committee on behalf of the American Academy of Parks and Recreation Administration (AAPRA) and NRPA to revise the requirements for the NRPA Gold Medal Awards Program, improving the process for all agencies to compete for this coveted national award.

Throughout her career, Jodie has consistently demonstrated three reoccurring characteristics: grace in her successes, character in her pursuits, and excellence in her achievements. Jodie has made significant contributions to the parks and recreation industry, including her role as a NRPA President and a member of the Missouri Recreation and Parks Hall of Fame. Her dedication to the sport and her dedication to promoting parks and recreation have left a lasting impact on the state and beyond.

Dr. Herbert "Bert" Brantley (1929 – 2022)

Dr. Herbert "Bert" Brantley was a pioneer in the field of parks and recreation. He served on the National Recreation and Park Association's (NRPA) Board of Trustees and was president of the South Carolina Recreation and Park Society. He also founded the Eppley Institute for Parks and Public Lands and the National Center for Accessibility at Indiana University.

Dr. Brantley attended Appalachian State Teachers College in North Carolina and enlisted in the U.S. Army, where he was trained as a Russian-English interpreter and served during the Korean War. After returning from the military, he earned his bachelor's, master's, and doctoral degrees from the University of North Carolina at Chapel Hill. His academic career began at North Carolina State University and then moved to Clemson University in 1966, where he founded the Department of Recreation and Park Administration.

Brantley was known for his kindness, generosity, and vision. He was a champion for parks and recreation and believed that everyone should have access to these resources. He was also a strong advocate for diversity and inclusion in the field.

Brantley passed away on October 8, 2022, at the age of 93. He will be remembered as a giant in the field of parks and recreation and a true champion for all people and his legacy will continue to inspire and motivate people who work in the field of parks and recreation. He was a true pioneer who made a lasting impact on the field.

Theresa Brungardt

Theresa S. Brungardt, inducted into the Robert W. Crawford Recreation and Park Hall of Fame in 1997, was a pioneer and outstanding leader of parks and recreation in Vermont. She began her career in 1917 when she joined the staff of the National Recreation Association, one of NRPA’s predecessor organizations, during World War I. Later in her career, she became Vermont’s first state director of recreation in 1943. She traveled tirelessly throughout Vermont to help communities with their recreation programs, and many of Vermont’s community recreation departments today can trace their origins back to technical assistance and inspiration provided by Brungardt. In 1952 she was elected the first female president of the American Recreation Society (another forerunner to NRPA). Her involvement continued after her retirement in 1964 as an active member of NRPA’s Citizens’ Board Member Branch and the Parks and Recreation Board in her hometown of Brattleboro, Vermont. She died in 1990.

Brungardt played a key role in convening the first Vermont Governor’s Conference on Recreation in 1943. More recent attendees who have benefited from her life’s work have been awarded the annual Theresa S. Brungardt Awards established in her name.

Mary Ellen Burns 1944 – 2020

Mary Burns graduated from San Francisco State and began volunteering in political campaigns for local notables. In 1967 she honed her problem-solving skills at the California State Assembly; then as assistant to a California state senator, and as Program Manager for the City of San Francisco in 1974.

As a teenage lifeguard and playground director, Mary worked her way to General Manager of the Recreation and Parks Department, among only nine women to have served as department head during that period in the 80s. As proof of her foresight and tenacity, the department thrived with creation of the Giant Panda exhibit at the San Francisco Zoo and AIDS Memorial Grove in Golden Gate Park; the 1992 Golden Gate Park Master Plan, and a $75M bond to improve 1017 acres of infrastructure while preserving its historical and aesthetic significance.

While Director of the San Mateo County Parks Department (1998 - 2004), millions of dollars were raised for outdoor facilities through the formation of the San Mateo County Parks and Recreation Foundation. As Director of Sonoma County Regional Parks (2004 through retirement in 2010), in response to drowning incidents in the Russian River, Mary conceived Vamos a Nadar ("let's go swimming!"), a free program teaching water safety and swim lessons. She also founded the Children's Memorial Grove, a reflective respite for parents who have lost a child.

Dr. Ted Cable, Kansas State University, Kansas

Dr. Ted Cable may be most well-known for co-authored his textbook "Interpreting Cultural and Natural Resources," however, throughout his career he has published several other books and articles that have impacted the field of parks, recreation, and tourism. Over his 35+ year career at Kansas State University, Dr. Cable has displayed over and over his humble and caring approach to education and research that strives for benefit of others over his own personal reward.

Dr. Cable’s reputation is known worldwide, and his services have been sought out by 20 different countries to help them with their natural and/or cultural interpretive planning efforts. He has assisted countless domestic entities with the development of interpretive plans, or interpretive signage, or consulting on interpretive and educational materials related to cultural and natural resources. He has taught thousands of students in interpretive methods while at Kansas State University and inspired likely just as many to want to find ways to protect our irreplaceable natural and cultural heritage.

Dr. Cable's passion, enthusiasm, deep wealth of knowledge, and perhaps most importantly, his jovial and fun-loving approach to education, has made a profound impact on our profession. His life experiences and vast knowledge of cultural and natural interpretation can benefit all those now practicing in our profession, and more importantly, can influence and educate innumerable future interpreters. This is why Dr. Cable is tremendously deserving of recognition through the American Academy for Park and Recreation Administration Legends Program.

Dr. Frances C. Cannon (1926 – 2019)

Born in Ft. Lauderdale, Florida, Dr. Cannon was named a Florida Pioneer. She graduated from Florida State College for Women (1948), and in 1967 received her Doctorate from Columbia University.

Dr. Cannon served Florida State University (FSU) for some 40 years. She was Chairperson of the Leisure Program for 20 years during which the curriculum became one of the first to be accredited and the first to limit enrollment as a means of emphasizing quality graduates. She retired in 1990 but remained active in the Florida Recreation and Parks Association, the National Recreation and Park Association and the American Academy for Park and Recreation Administration where she was honored as a Legend in her field. Her support of FSU Alumni Association, FSU Foundation and FSU Women's Athletics was unwavering. She served as a member of the FSU Athletic Hall of Fame Committee and ensured that deserving women were recognized for their talents.

Mentoring students was her specialty. She believed in service to others and taught students not to look at serving others as a chore, but as something to enjoy; a great way to give back. In 1998, she joined the Seminole Boosters organization to help enhance women's athletic programs. She continued her love of research by actively participating in the FSU’s research program for the aged.

Reynold E. Carlson (deceased)

Long before it was a popular cause, Reynold Carlson was concerned about the environment; particularly in the relationship of human beings to the environment and the meaningful utilization of natural resources to sustain high quality of life. He was committed to creating outdoor recreation experiences, protecting basic ecological balance, and giving dynamic leadership to the international camping movement.

From 1947, Professor Carlson served the Indiana University (IU) Department of Recreation and Park Administration as teacher and department chairman until named professor emeritus in 1972. He earned A.B. and M.A. degrees at UC Berkeley. Work at the National Park Service and National Recreation Association brought him national acclaim as champion of conservation practices. In 1963 he received the Frederick Bachman Lieber Award for teaching excellence.

In the early 1950’s he invested hundreds of hours in preparing a master plan for land use for the IU Bradford Woods Outdoor Education and Camping Center, and fashioned an educational program, both models for outdoor learning facilities in the United States, England, Australia, and Sweden.

As a member of the Advisory Council/Indiana Department of Natural Resources he had clear perception of public policy implications and was acknowledged as an expert in the management of the state's natural resources. He received distinguished service awards from, and was active in, a vast number of professional organizations whose leaders sought his counsel.

Joseph Caverly (1922- 2020)

Joseph Caverly's leadership followed the pattern that characterized his parks and recreation career -- review and appraisal, reorganization, and implementation of substantial operational improvements; enhancement of revenue production, a focus on youth; and institution of nature programs.

After providing fitness training for the Navy, a degree in physical education from Ithaca College (1947) and later a master's degree in recreation administration from NY University, Caverly worked in several NY state communities. From 1957-1969 as director in Rochester he transformed a system riddled with politics, patronage, inefficiency, and lack of facilities into a smoothly run, professionally staffed, innovative operation.

In San Francisco, Caverly again found a deteriorating system. He partnered with the business community who provided 330 recommendations in a blueprint adopted by the recreation and park commission. With the city's shortage of resources, Caverly gave convincing testimony at a Senate Committee hearing to transfer some city parks into the federal Golden Gate National Recreation Area. He returned to NY as commissioner of Westchester County Department of Parks, Recreation and Conservation. (1975 – 1989) where he also made substantial improvements.

Caverly was prominent in leadership roles in professional organizations. He was chairman and one of the founding members of the Urban Park and Recreation Association (1971), originally comprised of the directors of agencies in the 15 largest US cities. He received the prestigious Pugsley Medal in 1999.

Don Cochran

Don Cochran is the Deputy Director of the Montgomery County Park and Planning Department, of the Maryland-National Capital Park and Planning Commission (M-NCPPC), a position he began in 2002. Prior to that time, Don served as Director of Montgomery County Parks for 18 years. He is a graduate of Southern Illinois University with a B.S. in Recreation Administration and has a Master's degree in Park and Recreation Administration from the University of Illinois. He continued his education through the Executive Development Program at Indiana University and completed the Minnesota Management Institute at the University of Minnesota.

Prior to joining the M-NCPPC, Don was with the Hennepin County Park Reserve District, in Minnesota for approximately 18 years. He has been an active member of the American Academy for Park and Recreation Administration (AAPRA) since 1985. He also served on the APRS Board of Directors; was a member of the Charter Committee that originated the current NRPA Accreditation Program (CAPRA); and served as a member, and later as Chair, of the Commission for Accreditation of Park and Recreation Agencies. Don continues to serve on that Commission as a representative for the National Association of Counties, Park and Recreation Officials, for which he serves on the Board of Directors.

James “Jim” Colley (1933-2003)

Jim Colley directed a quarter century of parks, mountain and desert preserves and recreation programs for the City of Phoenix. His commitment to nurturing young people to grow and develop into successful citizens became a national model.

Jim served as a Marine (World War II); earned a BS Degree in Health, Physical Education and Recreation in 1959 and a Master's Degree from the University of Georgia. His 40-year career started as a "one man department" in Alabama; included the Georgia Park and Recreation Society; the Norfolk, Virginia Parks and Recreation Department; and in 1979-2001, the Phoenix Parks, Recreation and Library Department where through his dynamic leadership Phoenix added more than 30,000 acres of mountain and desert parks. In response to the juvenile crime crisis, he fostered the nation's largest after school program. A career highlight was the naming Camp Colley, an outdoor wilderness camp for children and families in northern Arizona.

Jim earned nearly every national recognition and award bestowed by the profession including the esteemed Pugsley Award. He was president of the National Parks and Recreation Association, the Virginia Parks and Recreation Association, the Georgia Parks and Recreation Society, and the American Academy for Parks and Recreation Administration where he was named a "Legend". Phoenix was twice awarded the National Gold Medal and Jim was recognized with the prestigious Visionary Award for Valley Leadership.

Alice Conkey

Known for her high energy and enthusiasm, Alice Conkey had a long and distinguished track record of service with NRPA and has earned a reputation as "someone who gets things done." In her leadership roles she has displayed vision, strong leadership, resourcefulness, and an effectiveness at bringing people together to achieve consensus. Conkey has made a difference in the lives of many people and organizations by frequently taking on an advocacy role for those who needed assistance.

After a start in Prince Georges County, Conkey was Administrator of Enterprise Facilities for the Maryland National Capital Park and Planning Commission prior to her retirement in 2001, where her focus was on raising revenues to support facilities and programs. She served for 12 years on the NRPA Board of Trustees and was President of NRPA in 2000-2001 and is a past president of Maryland Recreation and Park Association. As a member of the American Academy for Park and Recreation Administration, she chaired the Externship Committee. She also served as President of the Florida Recreation and Park Foundation.

Conkey believes parks and recreation is a necessary service and as professionals, we work with peoples’ minds, souls, and hearts to better our communities.

Robert Crawford (1906-1995)

Robert Crawford was internationally recognized for innovative and creative leadership. He played key roles in the formation of the National Recreation and Park Association (NRPA), being the first professional elected as its president, and the National Recreation Foundation. He created many new entities, including the Recreation and Park Hall of Fame, and with NRPA developed a nationally recognized internship program, training and moving new graduates into leadership positions in the recreation and park field.

A graduate from Des Moines University, New York University, and the National Recreation School, he also received honorary doctorates of Public Service at Temple University and Law at Grinnell College.

Over 50 years, he directed recreation for Hastings and Brooklyn, NY; Montclair, NJ; the US Navy (World War II); and Oakland, CA. He was then recruited to head a newly reorganized Department of Recreation in Philadelphia, PA, where he spent more than a quarter of a century. Here he developed some of the most imaginative and creative neighborhood parks and playgrounds and one of the most extensive sport and cultural programs in the nation through strong relationships with cultural organizations, and key business and industry leaders. The Department established a Recreation Advisory Council and became the foremost proponent for citizen participation in the planning, organizing, and developing of community recreation programs. He also served as president of the Fairmount Park Commission.

Lori J. Daniel

Lori J. Daniel developed and directed the City of Aurora Recreation Services Division for 42+ years. She served as president of the National Recreation and Park Association (NRPA), American Park and Recreation Society (APRS,) American Academy for Park and Recreation Administration (AAPRA,) and Colorado Parks and Recreation Association (CPRA.) Other professional service included: chair, NRPA Council of Affiliate Presidents and NRPA National Forum; National Gold Medal Awards judge, Rocky Mountain Revenue Management School Board of Regents/instructor; American Camp Association Visitor for Camp & Site Accreditation; and member, National Symposium on Park & Recreation Administration. Recognitions include: Distinguished Fellow awards from APRS, NRPA Midwest Region, and CPRA; University of Northern Colorado Distinguished Alumni Award, City of Aurora Manager of the Year and Life Time Achievement award; and AAPRA President’s Award. Department awards received included: National Gold Medal Award, awards for innovative programs and Sports Illustrated 50th Anniversary #1 Sportstown in Colorado.

Richard Dolesh, Vice President of Strategic Initiatives, NRPA (retired), Maryland

"In a career spanning more than 40 years, Rich Dolesh has been an exemplary leader in the parks, recreation and conservation field at the local, state and national levels. For the past 20 years Rich has served in various positions at the National Recreation & Park Association, recently serving asVice President of Strategic Initiatives. As the Chief of Public Policy, Rich established NRPA as national leader in advocacy for legislation, policies and programs related to parks, recreation and conservation. While Congress recently passed the historic Great American Outdoors Act, which included full and permanent funding for the Land & Water Conservation Fund, Dolesh's staunch advocacy contributed significantly to the passage of this monumental legislation ensuring urban parks and recreation issues were addressed in the process. The partnerships he forged with the National Association of State Park Directors and other conservation organizations were instrumental in the ultimate success of the LWCF victory. Rich's voice resonated on Capitol Hill as he and the NRPA Public Policy team successfully advocated for Transportation Enhancements, Recreational Trails and Safe Routes to School to ensure that bicycling and walking opportunities were included in federal surface transportation law.

Among Rich Dolesh's many accomplishments, his efforts in advancing the children and nature movement were profound. Rich rallied NRPA members in a campaign to reconnect children with nature and outdoor experiences as electronic devices were keeping kids indoors and inactive. Rich's advocacy helped move the introduction of the No Child Left Inside Act of 2008, which was eventually expressed in the current federal education law called the Every Student Succeeds Act. He continues as a valuable resource for parks, recreation and conservation professionals as he continues to write articles, post blogs and be a staunch advocate for parks, recreation and environmental conservation. His lifetime of exemplary leadership was recognized by the Academy as he was presented the prestigious Cornelius Amory Pugsley Medal at the 2019 Academy Banquet in Baltimore. Rich Dolesh has certainly distinguished himself as a Legend."

James Donahue

James Donahue was the Director of Parks, Recreation, and Information Processing for the Town of Perinton, NY. He served as President of the National Recreation and Park Association (NRPA), American Park and Recreation Society (APRS) and the New York State Recreation and Parks Society (NYSRPS); and is a Fellow of the American Academy for Park and Recreation Administration. Jim chaired the NRPA Mid Atlantic Regional Council, NRPA National Forum, and the NY State "Friends of Parks and Recreation" Foundation. He earned Bachelor’s and Master’s degrees from SUNY Brockport and served as an adjunct faculty member at both SUNY Brockport and the Rochester Business Institute. Jim received the APRS Distinguished Professional Award, NYSRPS Distinguished Service Award, the NRPA Michael B. Berman Special Fellow Citation-Mid Atlantic Regional Council, the NYSRPS Robert W. Miner "Good Guy" Award, American Red Cross-Rochester Chapter-Outstanding Volunteer Citation Award, and the Outstanding Professional Service Award-SUNY Brockport.

Dr. Doug Eiken

Executive Director of the National Association of State Outdoor Recreation Liaison Officers and an Adjunct Professor at the School on Natural Resources, Department of Parks, Recreation, Tourism and Sports Management, University of Missouri. Doug served as State Parks Director for both Missouri and North Dakota. He has been active in the Education and Parks & Recreation field. He has received many awards and honors, including the North Dakota Parks and Recreation Hall of Fame and the State Parks Distinguished Service Award.

Garrett Eppley (1898-1991)

Garrett Eppley was a forceful, dynamic, second-generation pioneer in the park and recreation movement, with significant and dramatic impact. His dedication, philosophical principles, and warmth lives on through students and colleagues. His life goal was to help with understanding the importance and the value of park and recreation programs in order that man might fulfill and understand their leisure needs.

Eppley received his BA from Manchester College (1919); a Master’s in political science from the University of Chicago (1947); and Doctorate in education with a major in recreation administration from New York University (1953).

After working summers as a playground supervisor, from 1925 to 1945 Eppley gained practical field and administrative experience through several public educational agencies. At Indiana University he initiated recreation curriculums, creating one of the top departments in the nation. Eppley left his personal imprint through professional writings, research in municipal recreation finance and administration, books and articles on public relations techniques, vision in developing the Great Lakes Park Training Institute, and development of the Bradford Woods Outdoor/Education area.

Eppley was active in numerous professional organizations, including several presidencies. He played an important role in the merger of five national recreation and park organizations to form the National Recreation and Park Association. Many organizations in the field presented Eppley with their highest awards and several awards have been named in his honor.

S. Phillip Gaines

Current Professor of Practice, Clemson University and Retired South Carolina State Parks Director. Phil’s tenure in the State Parks world has given him a platform to teach s by presenting to Park Systems across the nation with his passionate and fun leadership style. He was one of the founding fathers of the State Park Leadership School where he continues to teach. He has been recognized with many honors and awards including the Distinguished George B. Hartzog Environmental Awards, Walter T. Cox Award and the State Parks Distinguished Service Award.

James R. Garges, CPRP

James R. Garges, CPRP, retired in 2017 from the Mecklenburg County Park and Recreation Department in North Carolina. He has served as the Director of the Cincinnati Recreation Commission, Cincinnati, Ohio (2001-2007); Director of Kettering Parks, in the Recreation and Cultural Arts Department, City of Kettering, Ohio (1986-2001); the Deputy Director of Parks and Recreation of Topeka, City of Topeka, Kansas (1985-86); Superintendent of Recreation, Parks and Recreation of Topeka, City of Topeka, Kansas (1983-85); and Director, Delaware Department of Parks and Recreation (1979-83). During his career, he has also served as an adjunct professor at Ohio Wesleyan University, Washburn University, University of Cincinnati and the University of Dayton.

While Jim was Director in Kettering, they received the Gold Medal Award, The National Excellence in Aquatic Award, and the NRPS Kudos Award as Best Overall Communicator. Kettering was the first accredited Park and Recreation Department in Ohio, and the Cincinnati Recreation Commission was also accredited while Jim was Director.

Jim has served as Chairman, State of Ohio Parks and Recreation Advisory Council (1997 to present); State of Ohio Recreation Resources Commission (1996 - present); NRPA Chairman National Issues and Action Committee (1998-00); Indiana University Executive Development School Board of Trustees (1997-00); and Chairman, National Recreation and Parks Association Great Lakes Regional Council (2000). He has also made numerous presentations to professional audiences.

He has received the Indiana University - Garret Eppley Distinguished Alumni Award (1998); National Recreation and Park Association - Great Lakes Professional of the Year (1994); and the Ohio Parks and Recreation Association - Outstanding Professional Leadership Award (1993).

Charles Hartsoe

Charles E. Hartsoe, Ph.D. significantly influenced and shaped America's park and recreation professional movement for over five decades. Hartsoe embarked on his professional career as an intern with Robert Crawford, Commissioner of Recreation, City of Philadelphia. This program, sponsored by the National Recreation Association (NRA), was the first internship in what became a nationally important developmental program for young professionals. He served as assistant executive director of NRA where he influenced the National Recreation and Park Association’s (NRPA) formation. He earned his Ph.D. at the University of Illinois; served as Chairman, Department of Recreation, at Virginia Commonwealth University; and executive director of the National Recreation Foundation. Hartsoe served on the NRPA Board of Trustees, was a founding member of the American Academy for Park and Recreation Administration (AAPRA), and President of AAPRA and the Pennsylvania Recreation and Park Society. Awards include the NRPA Distinguished Professional; Ralph C. Wilson Award; American Park and Recreation Society Distinguished Fellow, Cornelius Amory Pugsley Medal and designation as a NRPA Life Trustee.

Dr. Jerry Hover

Retired Director of Kansas State Parks and Public Lands. He served as the Associate Director of Utah State Parks and worked in Idaho State Parks as well. He was one of the founding fathers of the State Park Leadership School. A few of Jerry’s honors include the NRPA National Distinguished Professional Award, the Kansas Park and Recreation Distinguished Fellow Award, the Louis Twardzik Distinguished Alumni Award, and the NSPR William Penn Mott Jr. Award for Excellence. Jerry continues to volunteer on boards where he lives in Bella Vista, AR.

Dr. Lynn M. Jamieson

Dr. Lynn M. Jamieson, CPRP is a Professor and Chair of the Department of Recreation and Park Administration at Indiana University. Dr. Jamieson was the first female chair of the Department of Recreation and Park Administration at Indiana University. She was also formerly Professor and Coordinator of the Recreation Administration Program at California Polytechnic State University and coordinated its initial American Association of Leisure and Recreation (AALR)/Society of Park and Recreation Educators (SPRE) accreditation program.

Dr. Jamieson received her Re.D. in Recreation, an MS in Recreation, and an MS in Physical Education from Indiana University, as well as a BS in Health and Physical Education from Muskingum College in New Concord, Ohio. She received an outstanding Alumni Award from the Division of Recreational Sports in recognition of her contributions and achievements in the field of recreational sports. Prior to receiving her doctorate, Jamieson served in various administrative levels over 12 years in Santa Ynez Valley Recreation Program (CA), Corpus Christi Park and Recreation Department (TX), San Diego Recreation Department (CA), and Johnson County Park and Recreation District (KS).

Jamieson has been a presenter on a variety of subjects and has authored or co-authored over 50 articles in several journals and has been a co-author in eight textbooks. She served as President of the Society of Park and Recreation Educators (1994-95), was on the SPRE Board of Directors (1991-93), and has served on the CPRP Examination Committee, SPRE Fieldwork Committee, SPRE Teaching Effectiveness Committee, and the Board of Directors for the AALR. In addition, she is an Accreditation Visitor and has served as a chair and member of over 10 visitation committees.

Dr. Jamieson has also been listed in Outstanding Young Women of America, the Who’s Who Registry of Business Leaders, and is currently being listed in the Who’s Who among Academic Leaders.

Dr. Lynn Jamieson, Professor Emerita, Indiana University (retired), Indiana

Lynn Jamieson is currently the President and Owner of Leisure Visions which is a recreation and tourism planning firm. She is the Professor Emerita with the Department of Recreation, Parks, and Tourism at Indiana University. She served as full professor at Indiana University from 2008 to 2015. Lynn served as Chair of the Department from 2001-2008 and again 2015-2017. Her professional academic experience is vast including Indiana University and California Polytechnic State University. Her professional experience includes working at Johnson County Park and Recreational District in Kansas, San Diego Park and Recreation, California and Corpus Christi Park and Recreation Department, Corpus Christi, Texas.

Lynn has served as the Secretary of the Kansas Recreation and Park Association, and on the Personnel Committee of the Texas Recreation and Park Society and has achievements as Professional Recreator for California Park and Recreation Society. Lynn was also the first female chair of the Department of Recreation and Park Administration at Indiana University serving for a total of 9 years in the role as chair and 6 in the role as assistant chair. Lynn has been involved in 90 research presentation at numerous organizational meetings in the United States and 13 countries.

Jack Kardys

Jack Kardys retired in 2017 as Director of the nationally accredited and Gold Medal Award winning Miami-Dade Parks, Recreation & Open Spaces Department (MDPROS) after 36 years of service. MDPROS is one of the largest and most diverse park systems in the country with 270 parks on 12,800 acres of land, serving 2.5 million residents and 10 million visitors annually.

Dedicating his career to public service, Jack is currently the FRPA President and a past NRPA Board Member earning several notable accolades including the NRPA R.O.S.E., FRPA Distinguished Service, and ASPA Administrator of the Year Award winner, and led MDPROS to earn two Florida Governor’s Sterling Awards and the FRPA Agency Excellence Award.

With Jack’s leadership, the MDPROS System Master Plan has established the blueprint for improving the quality of life in Miami and transforming it into a more livable, loveable and sustainable community through a system of great parks, public spaces, natural and cultural areas connected by great greenways, blueways, trails and streets that serve as linear parks. Through collaboration with community partners, this Master Plan is a national model for enhancing Miami-Dade’s health, environment, social well-being, and its economic prosperity.

Jack is currently the President of J Kardys Strategies, LLC, developing and implementing innovative park and public realm strategies for building healthy and sustainable communities.

Linda Kotowski

Linda Kotowski served parks and recreation departments in Aurora, Boulder, and Englewood in Colorado and Clarke County, Georgia; and taught at the University of Northern Colorado. Throughout her career, she advocated for services for people with disabilities as well as for educating people about the environment and the benefits of outdoor recreation experiences. Professional leadership included: president of the National Recreation and Park Association (NRPA), American Park and Recreation Society (APRS), Colorado Parks and Recreation Association (CPRA) and AIPE/Academy Foundation. Linda was a board member of the American Academy for Park and Recreation Administration (AAPRA) and Rocky Mountain Section of the American Camp Association (ACA); chaired the NRPA National Certification Board and NRPA Midwest Regional Council; and served on the ACA National Standards Commission, Rocky Mountain Revenue Management School Board of Regents and NRPA Congress Program Committee. She received the APRS Distinguished Professional Award; Fellow Award from CPRA and the NRPA Midwest Region; the Distinguished Alumnus in Recreation/Leisure Studies from Florida State University and the University of Georgia; the National Therapeutic Recreation Society Individual Citation and President’s Award from AAPRA, APRS, and CPRA.

Lewis Ledford

Lewis Ledford joined the state parks system in 1976 at WB Umstead State Park in North Carolina as a ranger, and he rose through the ranks to become director of the division in 2003, the first director to do so. He spearheaded unprecedented park creation and acquisition initiatives and was an unrelenting advocate for more equitable compensation for park staff, who Ledford says is the “other most important resource in parks”.

During his time as director, North Carolina added almost 50,000 acres, an approximate 20% increase to the state parks system. He was a driving force in the creation and development of the Gorges State Park and the establishment of Grandfather Mountain, Chimney Rock, Haw River, Carvers Creek and Mayo River State Parks.

Ledford retired from North Carolina State Parks in 2014 and was quickly recruited to serve as the Executive Director of the National Association of State Park Directors. His experience in managing state parks and his remarkable ability to advocate for the conservation of outdoor recreation made him an ideal candidate.

Ledford assumed the position of Director of the State Park Leadership School in 2015. This enhanced the relationship between the state park systems and the Leadership School's student recruitment. Along with the importance of true leadership within the ranks of America's State Parks, Ledford is aware of the value of staff education. Under his leadership, enrollment levels are at their greatest point ever.

Ledford's passion for America's State Parks and the conservation and preservation of the special landscapes of our nation is evident from his lifelong effort to make a difference in the field of parks and recreation.

Ronald Lehman

Ronald Lehman is a Channahon Park District Commissioner who has served for over 50 years. He was appointed to the Board on April 13, 1972, exactly eight months after the Channahon Park District was formed.

In the early years of the Park District, Ron played a big part in starting the Park District's recreational activities including summer events, day camp, tennis lessons, softball, and swimming at the Manor Motel. He was also instrumental in achieving the Park District's long-sought plans for an aquatic facility and a golf course in 1993, with the opening of Tomahawk Aquatic Center and Heritage Bluffs Golf Club.

Under Ron's watch, the Channahon Park District has grown from managing the 12-acre I & M Canal State Park to owning over 500 acres, 19 parks, and four facilities. Ron is a dedicated advocate for parks and recreation, and his passion for the job is evident in his many years of service to the Channahon community.

In addition to his work with the Channahon Park District, Ron has also served on the boards of the Illinois Park and Recreation Association and the National Recreation and Park Association. He is a recipient of the NRPA's M. Graham Clark Award, which is given to individuals who have made significant contributions to the parks and recreation profession.

Ron is a highly respected leader in the parks and recreation community, and his contributions have made a lasting impact on the Channahon Park District and the field as a whole. He is a true champion of parks and recreation, and his dedication to the profession is an inspiration to all.

Dr. Michal Anne Lord, Executive Director, Texas Recreation and Park Society, Texas

Michal Anne Lord, PhD is the Executive Director of the Texas Recreation and Park Society (TRAPS). She is a Certified Parks and Recreation Professional (CPRP) and is state certified Therapeutic Recreation Professional. Prior to becoming the Executive Director of TRAPS, she taught for 13 years at Southwest Texas State University/Texas State University in the Department of Health, Physical Education, Recreation and Dance; and was the Division Coordinator of Recreation Administration. She also has worked in community recreation for over 40 years, starting her career with the Austin Parks and Recreation Department, Texas.

She is a past member of the National Recreation & Park Association (NRPA) Board of Trustees, past president of the National Therapeutic Recreation Society and the Therapeutic Recreation Branch of TRAPS. She has served on the Board of Directors of Special Olympics Texas; and has chaired the National Advisory Council of Very Special Arts, an educational affiliate of the John F. Kennedy Center for the Performing Arts. Michal Anne is a certified NRPA/AALR Accreditation Visitor and served on the NRPA Regional Council Task Force. She served on the National Certification Board, as well as served as its chair. She is a member of the American Academy for Park and Recreation Administration; has chaired and serves on the Externship Committee.

Fran Mainella

Fran Mainella is President of Fran Mainella Consulting LLC and formerly a Visiting Scholar at Clemson University Department of Parks, Recreation and Tourism Management. She served nearly six years as the 16th Director and the first woman to lead the National Park Service; twelve years as Director of Florida’s State Parks, which were awarded the Gold Medal Award; and as executive director of the Florida Recreation and Park Association. Professional service included president of both the National Recreation and Park Association and the National Association of State Park Directors; Chair of the Children and Nature Network and the Public Lands Advisory Council to the National Environmental Education Foundation; Co-Chair of the US Play Coalition, and member of the Foundation for Sustainable Parks and Recreation. Honors include Clemson University’s Walter T. Cox Award, its Award for Faculty Excellence and an award named in her honor, encouraging women to pursue conservation careers; the Sheldon Coleman Great Outdoors Award, William Penn Mott, Jr. Award; one of a few two-time recipients of the Pugsley Medal; was named University of Connecticut School of Education outstanding alumni in 2011; Robert W. Crawford Lecturer; and a Fellow of the American Academy for Park and Recreation Administration.

Gina McCarthy, President & CEO, Natural Resources Defense Council, New York

Gina McCarthy is an accomplished professional who has dedicated over three decades to public service and advocacy, working to protect our environment, link environmental policy with public health, promote environmental justice, address climate change and foster shared stewardship of our resources. She has developed cutting edge policy, worked with leaders at every level across the nation and the globe, and she continues to be a passionate, energetic environmental champion on many fronts. Currently the President and CEO of the Natural Resources Defense Council, Gina also led the U.S. Environmental Protection Agency’s Office of Air and Radiation before serving as EPA Administrator from 2013-2017. Gina is also a Professor of Practice of Public Health and Chair of the Board of Advisors at the Center for Climate, Health, and the Global Environment at Harvard T.H. Chan School of Public Health.

Her love of parks and recreation is grounded in her Massachusetts roots where she grew up and served in various roles in local and state government including Undersecretary for Policy for the Massachusetts Executive Office of Environmental Affairs and Deputy Secretary for the Office of Commonwealth Development. As Commissioner of the Connecticut Department of Environmental Protection, she raised the profile of state parks and the importance of connecting people to each other and to special places by creating the No Child Left Inside® initiative and launching The Great Park Pursuit (GPP) in 2006. When introduced, the GPP was an innovative, cutting-edge program that inspired families to explore state parks close to home while learning new activities such as fishing, camping and boating. Not only did she provide a creative platform for kids and kids at heart to explore the outdoors at a time when “nature deficit disorder” became a growing concern, but she introduced state parks to a new generation in Connecticut and in other states she inspired to adopt the GGP model. Jayne Miller

Jayne Miller has 40 years’ experience in parks, recreation, and leisure services with over 20 years of executive level public and non-profit leadership experience. Jayne is an internationally recognized leader in the field of urban parks and recreation and an international leader in developing and implementing equitable investment strategies for park systems.

She has held positions as the President & CEO of the Pittsburgh Parks Conservancy in Pittsburgh, PA.; Superintendent of the Minneapolis Park & Recreation Board in Minneapolis, MN.; Director of the Huron-Clinton Metropolitan Authority in Brighton, MI.; Community Services Area Administrator for the City of Ann Arbor in Ann Arbor, MI.; and Manager of Parks and Recreation for the City of Ann Arbor in Ann Arbor, MI. Jayne is routinely invited to present on leadership, equity, and management of urban park systems at international, national, regional, and state conferences and workshops.

Under Jayne’s leadership the Pittsburgh Parks Conservancy (PPC) and the Minneapolis Park and Recreation Board (MPRB) have been recognized for their work on social equity. During Jayne’s tenure as Superintendent, the Minneapolis Park System was recognized by the Trust for Public Land as the #1 Park System six years running, 2013-2018, and as an NRPA National Gold Medal Award Finalist three years running, 2016-2018.

The PPC was the recipient of the National Recreation and Park Association’s 2020 Innovation in Social Equity Award and the Pennsylvania Recreation and Park Society’s 2020 Award of Excellence for the Restoring Pittsburgh Parks Initiative. Ron Olson

Arnold Randall

General Superintendent Arnold Randall heads The Forest Preserves of Cook County, who was appointed to the position in 2010 by Forest Preserve District of Cook County President Toni Preckwinkle.

During General Superintendent Randall’s tenure, the Forest Preserves has made notable strides in becoming a more transparent, accountable and strategic government agency, focusing on restoring and protecting Cook County’s most precious natural areas. Key accomplishments include the Next Century Conservation Plan; a multi-year Centennial celebration bringing new and diverse audiences to the Preserves; developing and launching strategic plans for camping, recreation, trails and habitat restoration; creating an independent advisory Conservation and Policy Council comprised of civic and business leaders; and opening five new campgrounds that re-establish the legacy of camping in the Preserves.

Before his tenure at the Forest Preserves, General Superintendent Randall served as director of the Office of Civic Engagement at the University of Chicago and commissioner of the City of Chicago’s Department of Planning and Development. He also served in a number of roles with the Chicago Park District, including director of legislative and community affairs, director of planning and development, and lakefront area and southeast region manager.

General Superintendent Randall serves on the Board of Directors of the National Recreation and Park Association and has served as chair of the Chicago Community Development Commission and Chicago Wilderness. In addition, he has been active in numerous civic and professional organizations, including the Woodlawn Children’s Promise Community, American Planning Association and the Illinois Park and Recreation Association.

Dr. Phillip Rea

Dr. Phillip Rea is Professor Emeritus, Department of Parks, Recreation and Tourism Management (PRTM) at North Carolina State University (NCSU) where he served as department head from 1987 until his retirement in 2003. Phil’s scholarly contributions focused on recreation and park planning and management, including publishing on issues related to recreation carrying capacity, park development and management, revenue generation, park and recreation maintenance management, and academic leadership. Professional leadership includes President of the Society of Park and Recreation Educators, Board of Trustees of the National Recreation and Park Association, President of the North Carolina Recreation and Park Association (NCRPA), Board of Directors of the American Academy for Park and Recreation Administration, and chair of college and university accreditation teams. Carol Morgan Severin 1929 - 2019

After receiving a Master of Science Degree in Recreation from San Francisco State University in 1961, Carol began a 42-year teaching career for the Recreation, Parks & Tourism Department (1961-2002). Every class she taught introduced students to recreation, parks, and tourism through experiential education.

Her distinguished accomplishments has been recognized throughout her career including receiving the prestigious Pugsley Medal by the American Academy for Park & Recreation Administration in 2000, a Fellowship Award for her professional service from the California Park and Recreation Society in 2013, a lifetime achievement award from the national Society for Outdoor Recreation Professionals in 2014, and the Jim Meredith Award of Distinction from the California Association of Recreation and Park Districts in 2014.

Upon retirement, Carol found herself continuing the work of bringing people and parks together as the director for the Hayward Area Recreation and Park District Board for 14 years followed by an elected, Board of Directors position for 20 years at the East Bay Regional Park District (EBRPD). Her leadership was directly responsible for expanding recreation programs and opportunities across East Bay’s 122,000+ acres of 773 regional parks, recreation areas, wilderness, shorelines, preserves, and land bank areas; significantly increasing access and usage among park visitors particularly youth, seniors, and underrepresented populations; creating loop trails within Alameda and Contra Costa parks to facilitate access and engagement with nature; and most recently, establishing an internship program where university students continue Carol’s work of connecting people with the outdoors.

Graham Skea

Graham A. Skea was Orange County, NY Commissioner of Parks from 1967-2005 after serving as Assistant Superintendent and Superintendent of the East Orange, NJ park system for 15 years. During his tenure as Commissioner, the park system grew from one 650-acre park to 10 parks and additional watershed lands totaling 5,100 acres, four historic sites, two golf courses, horse show areas, 11 miles of walking, skating and biking trails, and more. His leadership roles included: president of the New Jersey Recreation Association; vice president of the New York State Recreation and Parks Society; president of the American Recreation Society; National Recreation and Park Association (NRPA) Board of Trustees; and chair of NRPA Mid-Atlantic Regional Council. He was a Fellow of the American Academy for Park and Recreation Administration and received the Pugsley Medal in 1982. He also organized the host committee for the National Recreation Association's national conference in Atlantic City, New Jersey.

Kenneth J. Smithee (died 2019)

Smithee received his bachelor’s in education from the University of Arizona and master’s in recreation from Central Michigan University. With vision, as director of Arizona’s Maricopa County Parks Department (1957–1965), he expanded its footprint to 93,000 acres, one of the largest regional park systems in the country. From 1967 to 1988, as the first director of the Genesee County Parks and Recreation Commission in Flint, Michigan, he spearheaded the acquisition of 11,000 acres of parkland and development of beaches, trails, campgrounds, an equestrian complex, and more. He served as NRPA’s public affairs director and county parks and recreation consultant and served on NRPA’s board of trustees in the 1970s and 1980s and president of the board in 1981.

Smithee established public-private partnerships to develop park and recreation facilities before that became a buzzphrase. He also had a passion for the development of young professionals.

He was active in the Arizona Parks and Recreation Association, Arizona Conservation Council, National Association of County Parks and Recreation Officials, American Park and Recreation Society and the American Academy for Park and Recreation Administration. He garnered numerous awards including fellow awards from Arizona Parks and Recreation Association, the American Park and Recreation Society, and the Michigan Recreation and Park Association, along with the Presidential Certificate from the National Association of Counties, and NRPA’s National Distinguished Professional Award, among others.

Kathy J. Spangler

Kathy Spangler is the Director of the Virginia Office on Volunteerism and Community Services. Kathy’s 20-year tenure (1987-2007) at National Recreation and Park Association include serving in numerous roles such as Northeast Regional Director, American Park and Recreation Society Staff Liaison, Health and Wellness Director, and Founding Director of National Programs. During this time she successfully established initiatives in the areas of health promotion, youth sports safety, and environmental stewardship. Most recently, Kathy held a five-year post as executive director for the Commonwealth of Virginia’s 2019 Commemoration, American Evolution.

Kathy established significant external partnerships to enhance systems with evidenced based initiatives and promote the benefits of parks and recreation. Her innovative approaches to partnering with local park and recreation agencies resulted in major initiatives: multi-disciplinary research, public policy, best practices, and awareness-building for the profession are her greatest contributions to the field.

Innovation, growth, development, and lasting impact are the key descriptors of Kathy Spangler’s contributions throughout her career in parks, recreation, and human services.

Robert Stanton

Beginning as a seasonal ranger at Grand Teton National Park in 1962, Robert Stanton served the National Park Service (NPS) as a ranger, superintendent, deputy regional director, assistant director, and regional director of the National Capital Region before retiring in January 1997. In August 1997 he accepted President Clinton’s invitation to become the 15th director of the NPS. He was unanimously confirmed by the US Senate and was its first African American head.

During his time as director, Stanton implemented several initiatives aimed at enhancing the visitor experience and conserving the natural and cultural resources of the national parks. He prioritized the maintenance and restoration of park infrastructure, ensuring that future generations can continue to enjoy the parks' beauty and historical significance.

Stanton also played a crucial role in expanding the diversity of the NPS workforce. Recognizing the importance of representing all Americans in the agency, he actively promoted the recruitment and hiring of individuals from underrepresented communities. This commitment to diversity and inclusion has had a lasting impact on the NPS and has helped to make the parks more accessible and welcoming to all visitors.

After he retired as director in 2001, Stanton accepted academic positions teaching graduate students at the Yale School of Forestry and Environmental Studies, the Department of Recreation, Park and Tourism Sciences at Texas A&M University, and in the History Department at Howard University. He currently serves on the board of directors of several national conservation and youth-serving organizations.

Robert Stanton's tenure as director of the National Park Service was marked by his unwavering commitment to the preservation and accessibility of our nation's natural and cultural treasures. His efforts to enhance the visitor experience, conserve park resources, and promote diversity within the agency have had a lasting impact on the NPS and the millions of people who visit America's national parks each year.

James Stevens

James Stevens was born in Springfield, Massachusetts where his father was Director of Recreation. Following his service in the U.S. Navy in World War II, He earned a Master’s in Recreation from New York University. After serving as Recreation Director in Glenridge, NJ, Jim became the first director of the North Carolina Recreation Commission, the first Recreation Commission established in the country. Following the consolidation of the Commission with State Parks into the Division of Parks and Recreation in 1971, Jim served in a deputy role before being named Director, serving from 1977-1984. During his tenure fifteen state parks and three Lake Recreation areas were added. Much of Jim’s professional career focused notably on supporting local governments, including setting up recreation and parks departments. After retirement Jim served as President of North Carolina Friends of State Parks for a decade and was a familiar face in the North Carolina General Assembly in an advocacy capacity for NC state parks and the NC Parks and Recreation Trust Fund Authority.

R. Dean Tice

R. Dean Tice was the Executive Director of the National Recreation and Park Association (NRPA) from 1986 to 2001. During his tenure, he transformed the organization, increasing its net worth from $430,000 to $9 million, membership from 14,000 to 23,500, and annual advertising revenues from $90,000 to $1.3 million. He also established NRPA's international presence, most prominently with protocol agreements with seven nations.

Tice's most notable accomplishments include developing the National Playground Safety Institute (NPSI) and certifying 6,700 Playground Safety Inspectors across the country; starting the Agency Accreditation program, which by 2001 had more than 30 accredited agencies; developing the NRPA National Programs Office, which facilitated partnerships with entities such as the National Football League and the United States Tennis Association; and led the development of NRPA's first Membership Needs Survey and Strategic Plan, which helped to focus the organization's efforts on the issues that were most important to its members.

Tice also increased the organization's influence on Capitol Hill by working tirelessly to raise awareness of the benefits of park and recreation services, both to the public and to policymakers. Tice helped pass the Land and Water Conservation Act and launched a fundraising campaign that generated a $1 million challenge grant gift and resulted in the construction of a new headquarters building for NRPA.

Tice's legacy is one of transformation and innovation. He left NRPA a stronger, more vibrant organization that is better equipped to serve its members and the public. His accomplishments are a testament to his dedication and commitment to the parks and recreation field.

Stewart Udall

Stewart L. Udall was the 38th Secretary of the Interior from 1961 to 1969 under President John F. Kennedy and President Lyndon B. Johnson. As a passionate advocate for the environment and public lands, he oversaw the addition of four national parks, six national monuments, eight national seashores and lakeshores, nine national recreation areas, twenty national historic sites, and fifty-six national wildlife refuges.

After serving in the U.S. Army during World War II, Udall graduated from University of Arizona and Yale Law School, returned to Arizona and entered politics. He served in the Arizona State House of Representatives from 1955 to 1959, and in the U.S. House of Representatives from 1959 to 1961. In 1961, President Kennedy appointed Udall Secretary of the Interior.

As Secretary of the Interior, Udall was a strong advocate for conservation and environmental protection playing a key role in the passage of the Wilderness Act of 1964, the Endangered Species Preservation Act of 1966, and the Land and Water Conservation Fund Act of 1964.

Udall left office in 1969 and returned to Arizona. He died in 2010 at the age of 90.

A revered figure in the environmental and conservation movement, Udall is remembered for his strong leadership and his commitment to protecting America's natural treasures for future generations.

In 2013, the Udall Foundation established the Stewart L. Udall Parks in Focus® Program to connect youth to nature and our Nation's public lands through photography and outdoor learning. The program is named in honor of Udall's legacy of conservation and his belief that everyone should have the opportunity to experience the beauty and wonder of America's public lands.

Frank Vaydik Legends Bio

Frank Vaydik, Director of Kansas City Parks and Recreation Department, was an innovator in the movement in the 1960s to beautify and soften the downtown areas of large metropolitan communities. Under his leadership a bold concept and ambitious strategy was developed to expand and carry the park and boulevard system decades into the future. An observer of his efforts in Kansas City noted, "He buried the city under flowers and dancing fountains made even more impressive by colored lights.” By the end of his tenure, he had succeeded in almost doubling the system he inherited. As president of the American Institute of Park Executives (AIPE), he played a significant role in the effort to merge several organizations to form the National Recreation and Park Association (NRPA). He also was central to the creation of the Urban Park and Recreation Alliance, the American Academy for Park and Recreation Administration (AAPRA), and the Missouri Park and Recreation Association. Among his many leadership positions, he was president of AIPE and AAPRA. He twice received the Cornelius Amory Pugsley Medal.

Nathaniel Washington (1929 – 2013)

Nathaniel Washington was honorably discharged from both the Army and the Air Force and received his bachelor’s and master’s degrees from Temple University. He began his career with the Philadelphia Department of Recreation as a summer play leader and retired as commissioner of recreation in 1985. He also served as the first director of Recreation and Parks in Newark, N.J. and was an adjunct assistant professor at Fairleigh Dickinson University — Madison, N.J.

A YMCA member for 72 years, after retirement, he re-certified as a lifeguard. He enjoyed swimming, water aerobics, and water exercises for the arthritic, along with many hours of socializing with members of the YMCA and visits to the exercise room.

Washington was a member of several state and federal recreation commissions as well as World Leisure and International Federation of Parks and Recreation Associations. He was the first minority president of the National Recreation and Park Association of America and Canada and a member of its board of trustees for eight years. He was a founder of the Recreation and Parks Roundtable Association and founder of the Ethnic Minority Society of the national association. He was awarded a lifetime membership to the Pennsylvania Recreation and Park Association and received many other honors and awards, including the Certificate of Honor and Fellow, Temple University, and the Distinguished Fellow Award of NRPA.
