Kyla Brown CRPE

Kyla Brown is the General Manager and Parks Director for Riverside County Regional Park and Open-Space District (RivCoParks) and a Certified Park and Recreation Executive. With over 30 years in public service, she brings extensive experience in land management, planning, park operations, recreation, marketing, public communications, and customer service.

At RivCoParks, Kyla leads 125+ staff and 600 volunteers serving 2.45 million residents. She oversees more than 105,000 acres, including 7 regional parks, 12 open-space reserves, 7 nature and historic sites, and 180 miles of trails. Under her leadership, RivCoParks has achieved major milestones: opening two water parks ($18M in 2011 and $24M in 2014), a 32-acre sports park (2012), completing a Comprehensive Trails Master Plan (2018), and earning CAPRA Accreditation in 2013 with reaccreditations in 2019 and 2024. She has secured over $70 million in state and federal funding, increased operating reserves by more than 500%, and received over 20 state and national awards of excellence for programs, facilities, services.

Before joining RivCoParks in 2010, Kyla spent 16 years with the City of Fontana, where she managed recreation and community services, senior programs, cultural arts, aquatics, and major facility projects, including a $65M regional park, $100M library and cultural arts center, $20M senior center, and $11M dinner theater.

Kyla holds a B.A. in Human Services and an M.P.A. from California Baptist University. She is a credentialed California County Senior Executive, a past President of the California Park and Recreation Society (2024–25), and a Director with the National Association of County Park and Recreation Officials since 2020.

A passionate advocate for parks and open space, Kyla believes in their power to enhance health and community well-being. She enjoys camping, hiking, reading, and spending time with her husband, two children, and three dogs.
