Marvin F Billups, Jr.

Marvin F. Billups, Jr., is the Director of Parks and Recreation for the City of Baltimore. He is the former division chief for the Maryland-National Capital Park and Planning Commission. He is also the former parks and recreation director for Charlotte, NC and Atlanta, GA. Marvin received his B.S. degree from Albany State College and his graduate degree from the University of Georgia. His professional affiliations include: chairman of the Southern Regional Council (1983-84); board of American Parks and Recreation Society (1979-82); member of the Academy of Park and Recreation Administration and Ethnic Minority Society; president of the Maryland Recreation and Park Association; past president of the Georgia Recreation and Park Society (1979-80); and vice president of the North Carolina Recreation and Park Society (1984-85). Marvin is the recipient of the Distinguished Service Award from Charlotte Parks and Recreation (1991); Distinguished and Outstanding Service from the Board of Regents, Maintenance Management School (1990); and the Service Award from the American Red Cross (1991).
