Member Biography


Bill Tschirhart

Bill is the Chief of Administration and Treasurer for Five Rivers MetroParks in Dayton, Ohio. In this role, Bill oversees the internal service functions of the agency including finance, human resources and information technology as well as external facing departments like marketing and business operations.

Prior to his promotion to Chief of Administration, Bill served as the Director of Business Services for Five Rivers MetroParks for two years leading finance, information technology and business operations.  


Before joining MetroParks,
Bill worked for the City of Kettering Parks, Recreation and Cultural Arts Department for 16 years – the first 8 at the Kettering Recreation Complex and last 8 as the Business Services Manager. 
 


An active contributor with the Ohio Parks and Recreation Association since 2003, Bill has served on various committees and the board of directors from 2015 to 2021, including one year as president. Bill
has served as a
Certified Agency Accreditation Visitor for the Commission for Accreditation of Park and Recreation Agencies (CAPRA) since 2008. 


Bill played a
key leadership role as a regent with the Revenue Development & Management School from 2016-2024, including one year as Chair.?
 


Bill has presented at
several state and national conferences, schools and institutes on topics such as cost recovery, pricing, financial management, marketing, alternative revenue, artificial intelligence and leadership. 
 


A certified park and recreation professional
(CPRP) and certified government finance manager (CGFM), Bill is a graduate of the Revenue Development & Management School and the Indiana University Executive Development Program.?
 


Bill has a
Bachelor of Science degree from the University of Tennessee at Chattanooga and a Master’s Degree in Public Administration from the University of Dayton. 
 


When Bill
isn’t at work, he enjoys hiking, camping at various national and state parks and cheering on THE Ohio State University Buckeyes.
