Arthur A. Anselene

Arthur A. Anselene (Art) is the Town Manager for the Town of Herndon Virginia following 31 years as the Director of Parks and Recreation. During his tenure as the Director of Parks and Recreation he developed the department to become nationally recognized thru the achievement of four National Gold Medal Awards, six National Gold Medal finalist awards and becoming an accredited agency thru the  Commission for Accreditation of Parks and Recreation Agencies. As a member of the International City Managers Association, Anselene represents the ICMA on the CAPRA board.

Anselene began his career with the Martinsburg- Berkeley County, West Virginia, Parks and Recreation Board where he initiated the first public programs in the county establishing three parks including the community’s first outdoor public swimming pool, opening a small community center during a two and a half year term. Anselene then moved on to  Herndon, Virginia again developing the town’s first parks and recreation system. During his tenure the town developed nine neighborhood parks, a municipal golf course, a 56,000 sq ft community/recreation center, a indoor tennis center and a comprehensive recreation program which serves as the heart of the community activities serving the town’s four square miles.

His expertise has also extended to consulting on numerous recreation projects throughout the region working with Economic Research Associates (ERA) of Washington D. C. on park master plans for Allegheny County, PA., Ithaca, NY and the Launders Trust  land development project.

Anselene received a Masters of Arts Degree in Recreation Administration in 1984 from the University of Maryland and received his Bachelors degree in Recreation in 1973 from Fairmont State College in West Virginia. He has also attended the University of Virginia Center for Public Policy – Management Excellence Program and the Revenue Management School thru North Carolina State University.

As a Certified Parks and Recreation Professional, Art is a member of the National Recreation and Parks Association and the Virginia Recreation and Parks Society and most currently the International City Managers Association and the Virginia Local Government Managers Association. He has chaired numerous VRPS committees, assisted in the planning for the dedication of the Ahrens Center the NRPA headquarters and served on the Southern Regional Council.

Anselene is very involved in his home community in which he has served as President, Vice President and Treasurer of the Herndon Rotary. And is a Paul Harris Fellow of Rotary International. He has also served on the Board of Directors of the Herndon Optimist Club and is a charter member of the Board of Directors of the Herndon Foundation for the Cultural Arts During the course of his work Anselene has been honored as the Herndon Jaycee’s Citizen of the year, The Herndon Observer Newspaper Man of the Year and the Herndon Dulles Chamber of Commerce Town of Herndon Employee of the year.
